What are dchub:// and adc:// links for?

If you have registered dchub:// and adc:// links in your operating system, you can open up NMDC or ADC hubs respectively with DC++ by clicking the link in any program (eg. in a web browser). The registration could be done with any recent DC++ client : go Settings/Advanced menu and check Register with Windows to handle dchub:// and adc:// links.
This way DC++ will (re)register these URI handlers for you everytime you start start DC++. You must have Administrator rights for a successful registration.
Another URI handler you can use with DC++ is magnet://.
